lets not mix up everything here, You are the one who are having problem for H4's getting EAD linking up with no talent and no knowledge, which is not right reason.
Then You said F1 are always better than H4's which is not true..
Then you said H4's fake resumes, which is not just H4's even F1's fake, I gave you my own experience.
Than you said H4 should get H1 instead of getting EAD, that's not true as a dependent when Spouse on H1 gets EAD, spouse automatically work.
Also it doesn't mean every spouse will be QA, they can work their own choice, like teacher, art, science and so on.. So grouping all of them togather doesn't make sense.

next, i am talking about the process of issuing employment EAD to spouses just based on dependant status...every visa should have some credibility...becuase i married a H1 person should not entitle me for employment if i dont have valid credentials...right...

please dont talk about exceptions...avi eppudu untaayi..
Every Visa has some level of scrutiny except h4, and now EAD for h4 is a mockery of worst immigration system |

a fake person who take help of other knowledgeable person for the position

let me tell u one live ex: long back...one house wife came to me askign to teach her testing....sare any oka 1 month chesaanu...then she wanted me help her interview...i was shocked...but no analeka ok ani attend ayya...

How to Apply
You must file Form I-765 and receive an Employment Authorization Document (EAD/Form I-766) from USCIS before you may begin working. Carefully follow these steps to prevent your application from being rejected and returned to you:
Do not file before May 26, 2015.
Complete Form I-765 using the Instructions for Form I-765. USCIS will reject any application that is not accompanied by the proper filing fees or signature. The fee is $380.
Submit supporting evidence (see chart below). Submitting sufficient supporting evidence will minimize the likelihood that USCIS will need to send you a request for more evidence.
Evidences Required
Your H-4 status
1) I-797, Notice of Action, for Form I-539, Application to Extend/Change Nonimmigrant Status
2) A copy of Form I-94
A government-issued identification document with photo
A copy of your last EAD (if any);
A copy of the biometric page of your passport;
A birth certificate with photo ID;
A visa issued by a foreign consulate; or
A national identity document with photo.

Basis for eligibility:
Evidence that the H-1B nonimmigrant is the principal beneficiary of an approved Immigrant Petition for Alien Worker (Form I-140).
You may show this by submitting a copy of the H-1B nonimmigrant's Form I-797 approval notice for Form I-140;
