In the long run, if implemented correctly.
> General awareness & knowledge-base improvisation in second string cities and surrounded areas
> Would cause farmers to adapt scientific methods thus increasing the "throughput and GDP contribution"
( 70 - 80% of people are dependent on agriculture & still the GDP is at mere 17.32% )

> Reduction of bottlenecks and dependency on the top 5 metros
> Diversion of extra traffic & knowledge base to second string metros yielding higher productivity
> Improvement in "Standard of living" of people living in towns, second string metros, villages nearby
> Higher employment opportunities and Reduction in unemployment %
And never the less, Its a proven concept & existing solution ( With straight-forward example being USA ).
