Musicfan:In that discussion and resolution, they come to an agreement that Bruhaspati goes to every river out of 12 raasi's one year per raasi in which Pushkara will be in that river for first twelve days when Bruhaspati enters that river and 2 muhurtams time ( each muhurtam time is 48minutes = 96 minutes per day ) and last twelve days when he leaves. So when Pushkara stays with Bruhaspati, he comes with 3.5 crore adhi devatas and brings great purity, divinity, sacredness to that river.
So during the entire year, anyone goes to the river and takes dip in that river gets blessings of entire 3.5crores devatas, entire sins washed out, and since everyone is available best time to do pinda daanam for ancestors. Also to give all daanams to entire devatas.

Too sad Government is making as a 12 days event which is not what pushkaram means.
Backdrop story entante, Pushkarudu once does tapassu to Siva, and he gives boon. Pushkarudu asks Siva that he should be part of Shiva. So he gives the water form of his 9 forms and he is happy. Along with that he becomes head of 3.5 crores water bodies heads.
However Brahma wanted water for creations, asks Shiva's help and Siva gives Pushkara to Brahma and he stays in his Kamandalam, Now the problem comes, when Bruhaspati wants water. Siva gives up and said he already gave to Brahma.

Ikkada problem entante manaki free gaa edaina vaste first untaam annattu, first twelve days andaru oke place ki ellipoyi nana business cheseskoni hadavidi chesestam. Government even puts some taps on the shore, but that doesnt help. Antamandi 12 days ellakapote they can go any time during the year and create less problems.
Manaki swamiji's and others never tell the real story, all these minute details as they too are focused on more crowd = more money.
Whoever is planning to go, dont need to plan to go during first 12 days.
