1.Spillover from Higher categories...EB5 spills to EB1 spills to EB2 spills to EB3 ...

ee year EB5 and EB1 heavy utilization vundi.No visas coming down to EB2 or EB3.

2.Porting across categories...EB3 to EB2 mainly.Few cases EB2 to EB1.

3.DOS and USCIS have to adjust for Consular processing cases and other special categories.

4.Major Policy changes ( Like passing HR3012...avutundi ani kadu...Dream Act etc etc...Processing times effect avutayi load perigite)
