Musicfan:Virginia law says any one under 18 years age have to wear seat belt irrespective of where they seat.
So with that loop hole you can travel 6. But its at your risk. chance unte avoid cheyyandi.

We will be travelling from DC to Virginia, around 15 - 20 miles...
1 kid and 5 adults. kid will be in the car seat..
so suggest cheyyanid.. is it fine or not?

Onlymovies:is it mandatory?
In some states in mandatory for back seat passengers to have seat belt check your DMV for your state.

Onlymovies:
for kids its mandatory, then you cannot seat more than 3, as each one has to have a secured car seat. if you have car seat, then you cannot seat more than 2 apart from car seat.
Only adults if there is no seat belt rule in any state you are traveling for rear passengers, then only you can travel 4 in the back seat,
Else its not allowed..
