Freight equalization policy was adopted by the government of India to facilitate the equal growth of industry all over the country. This meant a factory could be set up anywhere in India and the transportation of minerals would be subsidised by the central government. The policy was introduced in 1952, and remained in force until 1993.[1]

The policy hurt the economic prospects of the mineral-rich states like Bihar (including present-day Jharkhand), West Bengal, Madhya Pradesh (including present-day Chhattisgarh) and Orissa, since it weakened the incentives for private capital to establish production facilities in these areas.[2] As a result of the policy, the businesses preferred setting up industrial locations closer to the coastal trade hubs and markets in other parts of the country.[1]

Census Survey revelation: Telangana more developed!

Despite all its assertions and allegations of backwardness and lack of development, people of Telangana are more obsessed with technology and its gadgets compared to people of Coastal Andhra and Rayalaseema, according to a latest and comprehensive census survey by India Ratings and Research (one of the most credible research agency in India).

The census data suggested that people of Telangana have more number of mobile phones and computers when relatively compared to people of other regions of the state.

Interestingly and surprisingly, not just Hyderabad but rural villages and towns are ahead in the survey than rural areas of Seemandhra.

People of Seemandhra, who has higher number of households and a higher population, have lesser mobile phones as 46% against about 62% of people in Telangana.

Dr Devendra Panth, chief economist at India Ratings, said, "The use of mobile phones and computers is an indicator and parameter to measure the prosperity in the Telangana region. High penetration also shows that the skill and development level of people is higher compared to other two regions of the state."

Urban areas of Rangareddy and Hyderabad are the biggest contributors to absolute numbers in Telangana. Surprisingly the picture does not change when a comparison is made of rural areas alone in both the regions.

The census data once again shows greater cell-phone penetration in Telangana region with 30.3 lakh homes in rural Telangana having mobile phones compared to coastal Andhra's 26.6 lakh rural households, a sizeable 14% difference.

Historically and also in recent times, lack of education and development in Telangana was cited among reasons for the demand for a separate state which is not true and hence proved with latest census data.

Panth added that the numbers also reflect a difference in the sub-state economies. In rural areas, mobile phones are used as a one-way communication tool by families to communicate with kin who have migrated to urban areas.

Interestingly, though the penetration density of computers in rural Rayalaseema was found to be marginally higher than that of coastal Andhra, the cell-phone penetration density was higher by 11%. Telangana however has the highest cell-phone and computer penetration density among the three regions of the state as shown by the data.

TRAI also estimated that AP (TG + Seemandhra) would have more cell phones than people, given the growth of mobile subscribers in recent years.

With the latest census data figures, it is once again clear that the 10 districts of Telangana are developed and tech savvy compared to other 13 districts of Coastal Andhra and Rayalaseema.
