Dude, They R everywhere including USA. I was the victim of "Check Kiting" fraud ( very cunning fraud ) committed by Elites in USA with assistance from "managers of Wells Fargo bank".



Basic difference is we dont meet those persons in our day to day life in other places compared to India. Persons with that mind set will be there everywhere in the world after all its humans..

But when there is no law enforcement, people take reference of he did and nothing happened to me, so what is stopping me?? Thats a cyclic process which impacts everyone.
