I think its better to max out 401k whoever is working. that way we will save taxes we pay at higher brackets (atleast 25%).That money will be 18000*2= 36000 saving per year (assume wife is also working).

If HSA available better to take it 6,000/year/couple. Even if you are not sick now, you are saving the money for the future.

If you take 529 and save money for kids education then that should give a minimum savings.

401k/HSA/529 will be growing. If we still have money put it ROth IRA. This money will be saved after taxes and we dont need to pay the taxes on growth if we with draw at 59 1/2.
