All of them face the problem of having to over pay aging or subpar players and are already in luxury tax territory. Hawks ki by far best player Milsap free agent who is due for a 205 Million contract and they dont want to pay him that much. Raptors ki same problem with Lowry and Ibaka, Tucker etc free agents Wizards ki Otto Potter and Bogdananiv free agents. They will have to pay luxury tax to retain both and they never paid luxury tax in their history.
