Any year the concept is same. Our beurocracy is pretty much replica of the devatas system They have power to do certain things. But if we can't wait till they do it, it happens we get some recommendations or do something to please them to do it faster. Similarly as long as we oblige and accept what happens as per Nature law and definitions we don't need anything to do. If we want to alter within limit there are proven ways of doing it.
