Experts,
Need some advice on a situation.

One of my team member secured a H1 stamping couple of months ago, however, since he is a critical team member, my manager (VP) in US offered him L1 (he has been planning for other team members and he offered to include this person as well). Now to take this further, he initiated a L1 blanket approval request with legal and HR, and they worked on securing a L1 blanket approval for the company from US immigration. So we now have a blanket approval.

Now the confusion is, should he stick to H1 and leave the company? or take up L1 and get a transfer to US office? As his manager, I would prefer him take up L1 and be with the same team in US, but at the same time I do not want to force him to take that decision (actually he is confused too so he asked me for guidance). Am not expert in this area, so advice needed so I can talk to him tomorrow and provided a guided approach.
