Yes he can start parallelly...but I believe he needs to show that he is working for the overseas department of the same company(though PERM is for future employment)...idhi attorney ney cheppaali...also we have to fill out I-94 information while filing PERM, andulo mari em pedathaaro...its not mandatory field but they ask for it

regarding H1 extn, it is going as a separate application is what my understanding...ante ee PERM ni akkada refer cheyyaleru...just old period ni recapture chesthoo pettey application
