Scenario: After 2 Years, in 2017,Got offer from employer-B. is transfer possible (with out entry to US after stamping)? If restamping is required, will it go through regular application process again? with lottery or w/o lottery? Scenario-2: After stamping and no entry to US, say VISA expired (3 years passed by), say after October-2018, can the applicant go through transfer / fresh application ? will that come under lottery? Is that possible with a different employer?
