See for e.g ravanasur administered fairly. He did follow dharma fairly. He only did war on Gods and Rushis who refuse to bow to him. he did respect general public though if they don't bow to him as per my understanding.



ravanasurudu is god in Lanka, he had all the wealth and ruled them well, but that is rakshasha rule. No ethics nothing. He is well learnt about vedas, but he couldnt do the right thing, so he had his fall.

Ee Moshas inka darunam as they are ruling in disguise of being good, they will have a greater fall. But unfortunately it takes time as even it took Rama an year to get back Sita.
