you have to clear labor and 140 first and then apply for 485. Labor/140 can be done from India but I think employment based 485 has to be filed from US only. Not 100% sure

But reality lo, nobody will allocate 100k or more salary separately for the employee unless they really really like you. If you are already working for a company with offices in India, they can do this. But h1b consultancies nunchi impossible, unless you are related to the top guy
