Even in your case, my approach would be as follows: After you dump the soil in the raised beds, mix about 20% of the compost(Rest of the 80% is your contractor supplies soil). If you don't get the compost in your local store, you can mix the Cow manure(You already posted the link)and Chicken manure(both together 20%) and mix it well with the shovel. Your beds are ready and you can plant in them any time now.
(2)start applying cow manure/chicken manure after about a month of growing plants.
