RTC vallu cheppedi, govt RTC ki ivvalsina money gurinchi. Govt decide chese subsidies (student passes, oldage passes, freedom fighter passes etc) dabbulu govt. RTC ki pay back cheyyaledhu andedi. AP govt was paying RTC every year for these subsidies..
