KVP was aak paak karepaak in Cong without YSR. Under Cong rule, they arrested faar more important people belonging to UPA/Cong. There was almost zero use in shielding KVP when they arrested so many others like Kalmadi, Raaja, Kanimozhi. When there were serious allegations people CMs like Vilasrao Deshmukh, Karunakaran, Ashok Chavan were dropped as CMs.
