Kawhi Leonard is obligated by Sec 10(c) of his contract to report to Raptors within one week. If doesn’t, w/o reasonable excuse, he’d be subject to discipline by (i) Raptors (or, if trade voided, Spurs) and (ii) NBA, for conduct prejudicial to NBA under Art 35(d) of Constitution.

Kawhi Leonard has lost his chance at a 5-year, $221M “supermax” contract. Raptors will be able to offer a 5-year, $190M contract next summer. If Leonard were to leave the Raptors, he could sign a 4-year, $141M contract with a team that has available cap room.

Raptors perhaps view trading DeMar Derozan as less risky than it would appear. If Kawhi Leonard re-signs next summer, great. If not, it cleans up the cap sheet of a heavy luxury tax team that may not have been able to compete against the Celtics/Sixers anyway.
