Govt introduced currency control to stop capital flight which says you can only have dollars for a certain purpose.people encouraged black market.It led to massive devaluation of currency.On other hand govt fixed the exchange rate to control inflation.people went for arbitration. Finally the govt had to devalue its currency to deal with inflation that is growing at a rapid pace. Not a palanquin bearer....
