Gaali:

If you can can you also explain what Sri Krishna means by saying that he is the one who is responsible for what Arjuna does? I think he says that Arjuna is but a mere body and Krishna is responsible for every action.

1. Did I even understand/state it right?
2. Was Sri Krishna just stating that w.r.t to Arjuna or did he literally mean that he is dictating what every one of us does?

Gaali mama...let me share my thoughts on this.

Krishna says it even more clearly in another place in the Gita.

Bhagavad Gita Chapter 5 Verse 15

nādatte kasyacit pāpaḿ
na caiva sukṛtaḿ vibhuḥ
ajñānenāvṛtaḿ jñānaḿ
tena muhyanti jantavaḥ

The Supreme god neither punishes nor rewards anybody for their karma. Embodied beings ( Human beings ) are confused due to the veil of maya and assume that God is punishing or rewarding them
}

So rao garu anattu...There is no being up there constanly punishing or rewarding us even as Brahma Raata...

In fact Chitragupta ane word ni break cheste...Chittah=body Guptah=secret ani vastundi...it means there is a subconscious portion of the brain which records everything and that is the one which carries over as karma after death....:-) They represented it with a story as Chitragupta writing the accounts

Ikapote to your specific question

1. Arjuna is not a mere body....He is a representative for all of us...Arjuna is responsible for his own karma and should do his karma. First chapter Krishna spends the time convincing Arjuna to fight.....

2. The reason Krishna is able to say this is because he has transcended his body limitation and there is no longer a difference between the universal energy and him....so Krishna=god at that moment...he is the univesal observor....Arjuna chesina act and cheyyaboye acts ki kuda as a an witness he will stand....In absolute reality it is that universal energy or Krishna is what is action upon it...

Champendi evaru...Chacchedi evaru anedi chala higher stage....

Arjuna inka aa stage ki raledu kabatti....Krishna is trying to teach Arjuna to detach himself from the act by reminding him that it is just energy acting upon energy and that he is a mere conduit to that energy...

This also will free him from the after-effects of energy-paapa and punya....
