capital issue can be discussed and negotiated(like having a common capital for few years till a new city is developed) and that can only happen when the separation issue gets a clarity. also, i am not sure if having hyderabad as a capital will work out that well for the non-Telangana region in the long term as it would be demographically away from the state.
