Dear Brothers (students), Employers please understand the First-5-Business-Day Rule for H1Bs :

USCIS is obligated by law to accept all incoming applications until the 5th of April 2013. In my personal opinion, the cap will be exceeded by April 1st or at least during this five-day period forcing the USCIS to conduct a lottery of all the cases filed in the five-day filing window.

A random selection among all submissions received by the cut-off date will ensue and cases not selected in this lottery (reaching the cap will stall the lottery) will be declines and the filing fees will be returned.

Under normal circumstances, F1 students with that fall under the Masters quota are eligible to apply in the general quota if the 20,000 limit maxes out and it does not look like a possibility this year.

Summary: Employers and potential employees: Please apply before the 1st of April, 2013.
