If one region (that is big enough)doesn't follow the ration and draws more power then grid becomes imbalanced and safety measures kick-in meaning auto trip. if it happens on a bigger scale, restoration is not easy. It happened in north east US and ontario for 2 days in 2003 and everything paralyzed, here the reason was different.
