Esper mama, there are three ways people celebrate this,

1. The aadi guru vyaasa maharshi who is main rishi involved in all vedas, mahapuranas was believed to be born this day. Belief is that he is the one who started the ancient guru-sishya relations ship. So this is celebrated in his honor. This is also called vyaasa pournami.

2. Many on this day worship guru and the disciples settle down at a place for 4 months stopping wandering places and read the spiritual lessons for the year.

3. Later these have transformed with ages, that they have included this day as giving respect and honors to Guru.

And your question about why only full moon, partly first one is the answer as the tradition started with Vyaasa. However full moon signifies completeness, when only it gives enough light to throw away darkness. So the full moon always represents the completeness of one - self in spiritual journey. And Guru is only one as per the definition GU-RU, who can remove the darkness by providing light, thus the relation between guru and full moon forms.

Why ony this month is already said, as from this day disciples settle down at a place.
