When it is free - it gets abused even in the best of the systems. Waiting in the emergencies for your turn to get attended to/treated for is quite a dreadful experience. Instead the service shall come with an affordable fee that makes everyone responsible and not misuse the system. I went through a dreadful experience this summer.
