As long as they didn't collude with the other party (govt here) or misrepresent facts, I don't think it is a scam.. Every private party is interested to maximize its profit, so if Nama or some other person did this without any secret understanding or cheating, then I don't think it is a scam. let's wait and see if something come out of the research...
