Muhurta is decided by the Muhurta prevailing at Sunrise time at that particular Longitude and latitude mama. This will also be supported by modern science.

NASA publishes a calendar of both Lunar and Solar cycles. If it is full moon here the full moon in india will be a day before or day after....


Also divisions of time vuntayi...Ghadiya, Vighadiya,Nimesha(nimishamu etc ) Muhurta is only effective during that time.
