The responsiobily of Fredddy and Fannie are taking moeny buy mortgages from banks and doing serviceing and resell to the inverstors based on rating for eache packege. ( It could be banks, any investment firms). This is happening from Clintons era. Nothing Changeed . Fact is that Bank know that guys can''t efford the loan.
