Think about MS in US in this way.
1. what is going to do after doing MS? (software/core job)
2. Expenses.
and then college.
core job ki US lo scope chala takkuva (my opinion 0%) even you get a job in this field after lot of trouble and time that wont be long lasting and H1 sponsorship will be tough(actually NILL)
software job ki ite there are few univs in CA where bigshot companies will campus interview them once placed they will take care of everything till GC. but the fee will be enormous, which a common man wouldnt even dare to think about it.
you might think of GA or TA there but that's too competetive and he needs to a brilliant and hard working to get pass through that.
in any other university (no oncampus interviews), you will get TA or GA based the performance. mostly universities will offer TA or GA only after 1st semester and that too based on the performance in first semester.
If he got good aggregate at undergrad level he might get this GA/TA for first semester itself but everything is decided once he joins the university.
Apart from TA/GA there will be on campus jobs where the avg you get paid is $7 an hr and only 20hrs a week (need to be in front line of competition).
and finally odd jobs. Though illegal everyone will be doing it for pay range of 5-8$ an hr depending on the state.
Education in some universites have good standards (but not great) where we can learn something (compared to bachelors this is nothing). but have to choose universities which had good curriculum and exam patterns.
Education in most of the universities is a big joke and people just join there to maintain their status as student do their odd jobs for 50-80 hrs a week and will be waiting for their masters to get completed so that they can join in some consultancy and get into corporate world ( i studied in such university).
overall I would say if he comes to masters with positive attitude he will learn the way to live in life. he will get exposure to different good and bad things and all his experiences will be help him to become solid and confident enough to face any challenge in life (atleast it worked out for me  )
so think about it discuss with him and decide what you want.

Sachinfan:firstly 1020 is good score. toefl min cutoff is 79/120 so if he gets it he will be able to get a good one for sure.. be careful with the consultancys in india..
