Delhi's Commonwealth Games, which involved 71 countries, were tainted by allegations of fraud, including the granting of inflated contracts without proper tenders.
The Congress party-led coalition government ordered investigations into games-related financial dealings soon after the event concluded.
Delays in venue construction, use of substandard materials and filthy conditions at the athletes' village were subjects of intense criticism of the event, reported to be the most expensive edition of the Commonwealth Games, costing between 7 and 10 billion dollars.
Kalmadi, a member of the ruling Indian National Congress party, stepped down from a party post in October after investigations began. He denied allegations of financial wrongdoing.
