What do u say on the following .. what stage is it now

Stage-1: Aerial survey..over
Stage-2: Begging for grants,financial asistance from centre.
Stage-3: Centre announces a paltry sum say peanuts when compared to the amount demanded by AP Govt.
Stage-4: Ap Govt starts pleading for increasing the assistance.
stage-5: Centre stubborn,gives some more.
Stage-5: Disbursement begins- about 50% pocketed by politicians and corrupt officials(with due regards to some honest/sincere officials)
stage-6: Accusations by Opposition and victims that help not reached the real victims.
