H1B Eligibility: 16 years education in the field you are applying. For example, if you are applying for Software Engineer, You should have 16 years education in Computer Science or 16 years education in Engineering or maths with 3 years experience in Software.
You should have Job offer with US company. If this is consulting company the you should have project offer from end client where you will be performing services (NO EXCEPTION TO THIS)
I dont know where you are but if you are in out side USA the my suggetion to you BIG NO for H1.
If you are USA and trying to change your status from F1-H1 then make sure you have project in hand with end client.
