Overall ga CBN period lo success aina reform okkate.. power subsidies ki accountability lekunda chaala waste ayyedi. power generation and distribution separate chesi.. cost save chesadu.. by identifying loop holes in distribution and billing efficiently and other state grid's pilferation in terms MWs. This is making APGenCo and APTransco run in profits even in this crisis.
Also hydal power generation is very good due to continious rains since four years..giving low cost power (50 paise/unit) so not much burden on Genco revenues.//

But let me answer your friend's issue as I am on the same boat as ur friend doing. before getting into talking to AP Transco cheif or whoever your friend met.. did he ever try to do the basic research in setting up a firm with new idea in renewable energy sector? IT looks like a big joke from the way you explain it.
He must go to central govt department to get accredation and necessary approvals and govt gives huge subsidies to it. To market power generated from such sources is decided by central govt. Transco has no role to play. APGenco will buy power based on central govt direction. Transco is an agency to distribute power purchased from APGenco. AP do not have such power/authority to buy power and at the same time no private company has right to generate power on its own and sell it. Even to generate captive power using ur own power plant inside the companies, you need govt's approvals.
For alternative fuels and solar and wind power central government ministry itself exists which will provide initial know how and financing options and it has huge network all over india.
India is a leader in wind power. Whereever it was feasible govt already setup huge wind mill plants since 90s through govt and private partners like NEPC-MECON and etc.
In solar power India trying to invest more than 1000 cr just on the solar photo-voltaic cells generation plants and its associated technologies in fab city esp in AP.
Ggenerating power from biological wastes is an age old industry in India and commercially it was never taken up due to logistics issue with governments and waste collection issues.
OFf all the most costly issue in these alternative enegies implementation is technology and patended/properitery methods in generating efficent alternative fuel is biggest challenge. All these firms who want to invest in this area have to look into developing new technology and using it for own production. IF you want to use proven technologies, the cost is not viable.
The bottom line is, to setup company all ur friend need to do is:
->engage a chartered accountant to enact articles and registration of ur firm.
-> submit detailed project plan, infrastructure, equipment plan (import/domestic/controlled), technology aspects (patents/issues with economic trade restrictions of intellectual properties) and cost of the project with income structure.
-> get approval from central govt energy department for necessary energy generation based on the draft you submitted. during this process govt, will fix the rate based on the cost you projeted for the govt.
-> get clearance from environment and forest dept
-> submit the same proposal with all approvals from central govt..
-> by this time, all Genco Firms of different govts or industries and railways will queue up for enegny purchase intents. you sign up based on Centre recommendation.
-> get approval from district industries manager and land if needed.
-> get approval from APIIC and APFDC if you have plans to finance or get govt subsidy
-> get approval from local muncipality for building construction
-> start the construction and work on implementing it on time.
-> if your friend really have great business plan with proven technologies in alternative fuels, he can directly work with AP industries in setting up facilty with 100% tax breaks for 10 to 15 years and the current fab city or other SEZs that cover energy related industries will provide lot of facilities at very low costs. The caveat is you must have full proposal draft in hand. At this point of time government or even an MLA would come forward to help your friend.
