How US Housing Market Appreciated at faster pace?

1997-1999:

Thanks to the 1997 Tax Act, its repeal of the old home sales tax
rules and its enactment of simple, new rules, most home sellers can
now completely avoid tax on their sale profit. New Internal Revenue
Code says up to $250,000 of profit per qualified home seller (up to
$500,000 for a married couple filing jointly) is tax exempt. Even
home sellers who used the old "over 55" rule and/or the "rollover
replacement rule" can use this new tax exemption.

1999-2003:

Dot-com burst disappointed many investors in the stock market and
many of them sensed the fast growing housing market and invested
heavily in real estate.

2003-2005:

Interest rate at its historic low, added fuel to the red-hot housing
market, defeating conventional wisdoms of economic laws. Mortgage
lenders relaxed have relaxed the criteria used for evaluating
mortgage applications, also invented new tools such as "Interest Only
Loans", to qualify buyers beyond their afforable means stretching
them to approve bigger home loans which were considered very risky
before.

2005-beyond?
