I suppose many here answered you on that point.
2.Lallu lost elections and Buta Singh did not call the largest party to form the government and still he did not get involved and the state was without a cabinet for 6 months. Death to democracy under the puppet Kalam.
If I remember it correctly Buta Singh asked the union govt to dissolve the Bihar assembly when NDA claimed that they have majority and were in a position to form the govt.
Kalam was in Russia at that point of time on a visit. As far as I remember, Kalam sent back the recommendation made by the Union council of ministers to dissolve the assembly. And he asked the union to reconsider its decision. Correct me if I am wrong.
Now according to the constitution, president can either keep the bill on his table for 6 months or send back the bill only once. In the first case, the bill will automatically become void. In the second case, if Union sends back the bill, president is bound to sign the bill.
Kalam's only mistake was to send back the bill instead of keeping the bill with him. If I am not wrong only once president kept the bill with him in the last 60 years of independence. Kalam may have felt that union's intentions behind dissolving the assembly were benign.
3.The handling of death sentences to various criminals..he behave like apuppet but did not show to them that the laws in India are implemented to the full.
Kalam doesnt have anything to do with the delay of Afzal's death sentence. Real power to pardon is not in the hands of the President. He has to act according to the advise of the council of ministers. He should not take any decision which is against the wish of the council of ministers. Constitution denies that comfort to president. So it is the central govt which is behind the delay.
Shivsena is a stupid party which should first read what constitution says. |
