Karnataka got 6 ministers out of 9 or 10 MPs. Rajasthan got 3 ministers out of 4 MPs, MP got 4 ministers out of 6 MPs and TN seems to have got atleast 7 to 8!!
When it came to AP, out of 34 MPs from both Congress and TRS the count is just 6!! Aa 6 lo kudaa I could not find even one important portfolio!!
Atleast BJP unnappudu(you remember that time TDP with 29 did not join the government and BJP on it's own had just 5 or so MPs) DATTATREYA was RAILWAYS state minister and even KRISHNAM RAJU, VIDYASAGARA RAO had comparitevely respectable port folois!!

It seems like YSR don't want any cabinet ministers from state because that makes lot of issues is protocols. To avoid that they made Renuka also independent instea of cabinet.
That is the reason for NJR and Venkata Swamy not in cabinet. If they are in the central cabinet they surely get cabinet that make YSR to level below them, he don't wanted that.
